Publications and direct awards
We would like to inform you that Verkehrsverbund- und Fördergesellschaft Nordhessen mbH, together with the City of Kassel as a ‘group of authorities’, is planning to directly award a public service contract in accordance with Art. 5 Para. 2 Regulation (EC) No. 1370/2007 for transport services in tram and bus transport and alternative forms of transport in the city of Kassel (line bundle ‘Tram Kassel’ and line bundle 11 ‘Stadtbus Kassel’) and on outgoing lines in accordance with Art. 5 Para. 2 Regulation (EC) No. 1370/2007.
The intention to award the contract was published in the Official Journal of the EU under Ref: 2017/S243-507952

The following contracts (bundles) were awarded for the 2025 timetable (first day of service: 14 December 2023)
007 ‘Bad Wildungen / Bad Zwesten’ will be merged with route bundle 407
405 ‘Schwalm-Ost’ - awarded to Zulauf-Reisen
407 ‘Bad Zwesten / Jesberg’ - awarded to Frölich-Linie Melsungen
412 ‘Schwalm West’ - awarded to Reisedienst Bonte
508 ‘Edersee / Waldeck’ - awarded to BKW Bad Wildungen
The NVV is carrying out the following procedures on behalf of the district of Hersfeld-Rotenburg:
304 ‘StadtBus Bad Hersfeld’ - awarded to RE Bus
305 ‘Ludwigsau’ - awarded to RE Bus
According to the current status, the following contracts (bundles) will be re-tendered for the 2026 timetable year:
002 ‘Mühlhausen - Eschwege - Kassel’ will be merged with route bundle 206
206 ‘Wehretal’ - publication planned in 4th QT 2024
209 ‘Sontra’ - publication planned in 4th QT 2024
303 ‘Rotenburg/Bebra’ - publication planned in 4th QT 2024
403 ‘Stadtbus Melsungen’ - publication planned for Q4 QT 2024 - extension of existing contract under review
408 ‘Homberger Hochland’ - publication planned for Q4 2024
415 ‘Wabern/Fritzlar’ - publication planned for Q4 2024
For the 410 and 411 bundles, NVV is aiming to extend the existing contracts until December 2026, as these can then be awarded at the same time and in line with the 1, 5 and 107 line bundles.
As things stand at present, the following contracts (bundles) will be re-tendered for the 2027 timetable year:
001 ‘Bad Wildungen - Kassel’ - will - as things stand at present - be split between route bundles 107 and 411
005 ‘Hessisch-Lichtenau - Melsungen - Fritzlar’ - will - as things stand at present - be merged with route bundle 410
107 ‘Stadtbus Baunatal’ - publication planned in 4th QT 2025 - incl. partial service from previous bundle 1
410 ‘Spangenberg’ - publication planned in 4th QT 2024 - incl. previous bundle 5
411 ‘Edermünde/Gudensberg’ - publication planned in 4th QT 2024 - incl. incl. partial service from previous bundle 1
506 ‘Oberes Edertal’ - publication planned in 4th QT 2024

Publication pursuant to Article 7 (1) of Regulation (EC) 1370/2007 (bus transport)
The Verkehrsverbund und Fördergesellschaft Nordhessen mbH (Nordhessischer Verkehrsverbund - NVV) and the districts of Kassel, Werra-Meißner, Hersfeld-Rotenburg, Schwalm-Eder and Waldeck-Frankenberg hereby fulfil the publication obligation pursuant to Article 7 (1) of Regulation (EC) 1370/2007 for the respective bus division.
